Improved interface speed, project phase copying includes the quantity list - and other fixes

- Improved user interface speed and loading times.
- The bill of quantities and deadlines are copied when a project is copied.
- Added Norwegian, Czech, and Spanish as interface languages.
Corrections
- Work packages filtered out of the view are no longer selected in multi-selections.
- The name of a work package can now be changed in all situations, and the change is saved.
- Fixed the work package search in the bill of quantities page.
- The Users-API no longer returns duplicate users.
- Deadlines can now be deleted using the delete button when the deadline tool is active.
- Numerous under-the-hood improvements.
